The Dark Future of Telecommunication in Bangladesh

In recent days I’ve found so many news against BTRC’s current Chairman and its activities. As a technical person and as a citizen of Bangladesh, I thought that I should write some about it and also I have some document which will clarify my writing.

Before this present Chairman, BTRC was like an office driven by the Government and funded by the operators. Every operator thought that they can do what ever they like in Bangladesh. And that happened also. They were playing with BTRC by money and force. I think when I first took my cell phone in 2000, I paid 8 taka per minute. But today I pay 0.68 paisa per minute to any cell phone. I used internet through Dial-up connection by 1 taka per minute and every month I had to pay 1000-1500 taka for a narrow band internet connection. But now I’m using 128-512kbps internet at my home and EDGE in anywhere in Bangladesh in a very cheap price. Very soon the home user of Dhaka will get fiber to their home. Entire thing was done by the present BTRC officials and in take care of the Chairman.

The operators don’t want to be underdog of BTRC. They want they will rules the telecom industry in their own way, where their profit is the key point. They are very much afraid of the accountability to the government. BTRC is installing CDR analyzer, Spectrum Management System to monitor the call volumes and spectrum, from where the main revenue will generate. After the ICX and IGW started working, all the inter operator and international calls can be monitored from BTRC, also from IIGs the international data link can be monitored. These things are very much un-wanted by the operators.

Mango IIG was introduced only for ISPs, because they always complain about BTTB’s internet service and their downtime. But now these ISPs are complaining about Mango. Why ?

The service of MANGO is very good and they have installed the state of art CISCO products to serve the country well. Last month when SME-4 was down, the country was run by MANGO only. So everybody can imagine how they have prepared to give 99.99% uptime service.

I think these ISPs will again complain about the WiMAX service provider also. Because, they will lose their profit when, WiMAX will come online.

If we want to see a Digital Bangladesh, the present BTRC should work independently with the present Chairman and Good staff. Also need to increase its power, that the industry will be equal for everybody with no monopoly.

    The writings are absolutely true and i appreciate this post. The way that our country is forwarding in ICT that is unimaginable. The way we are having the benefits, it is only possible for present BTRC. Why the people are not thinking about this country’s future? Why they are against this present progress? Don’t they want a good and futuristic bangladesh? They answers are not known to me…

    Thanks to Mr.Tanbir as well as mr. Babu for their valuable comments and thoughts for the country. So far I know in the recent past we have not found any development in our ICT sector as well as telecommunication. In the recent regime of BTRC we observed many steps has been taken for the shake of us. They have regulated their power to reduce tariffs of mobile, PSTN, ISP Bandwidth, Nationwide telecommunication Bandwidth as well as their fees and charges for license. BTRC has formulated ILDTS Policy2007 and introduce new regime of IGW, ICX &IIG to control and monitor of our voice calls quality, anti country activity and also proper revenue earning for the government. For their instruction the mobile operators completed SIM registration which is very much essential for the law enforcing agency. On the other hand they have introduced WiMax which is very much essential for broadband penetration towards the rural areas, which is one of the important index of earning millennium development goal (MDG) by 2015. So the government should take necessary steps relating the proper development of Telecommunication and also to run BTRC activity independently. So that the goal of new government that is “Digital Bangladesh” “Vision 2021” can be achieved.

    Thanks to Mr.Tanbir as well as all the above mentioned writers for their precious comments and deep thoughts for the country. The writings are very true but what’s the value of these???? The writings will not touch the present Hasina’s Government. The political parties always sought for the country hardly but when the party comes in power , they always busy to overflow their personal & political accounts from the back side. In this connection, I want to say……. already I have heard that BTRC’s present Chairman is going to be changed by the force of minister of MoPT & all these are backed by the chief of all telecom operators, some yellow journalists, some corrupted Govt. officials & some giant political leaders. Already, a news of corruption is running apace that only for changing the current BTRC’s Chairman Mr. Alam, a big amount (about 200 crore BDT) is thrown to MoPT & the present political party. Does anybody hear this bitter news? If so & if this will happen then what the benefit of 1/11 ???? What the benefit of the simple people???? What the value of the speech of present PM, Sheikh Hasina???? Is all only for power & its malpractice????

    I would like to add here the citation published in The Daily Star……
    “BTRC is not so important a commission, which must have independence in recruitment and fixing up employees’ salary,” said Khan.

    He also expressed disappointment to see the ordinance approved just seven days before the parliamentary elections. “There was no reason to hurry. A caretaker government can amend laws that are very necessary to keep the country peaceful.”

    I personally can’t respect his comments. Is he mad or biased? May be he has no more idea about telco as well as does not know clearly what is the function of BTRC now-a-days to make Digital Bangladesh.”BTRC is not so important a commission”….. How funny!!! Where BTRC specially Mr. Alam gave more than 1600 BDT to the Govt. fund by imposing punishment as such compensation of illegal activities( VoIP). I urnestly request Khan, if you do not know about the illegal VoIP & its affect on Govt. revenue earning then pls learn about it and blow comments after that. Don’t criticize only for criticism. Then come to point of ordinance. Do you know about the procedure to pass an ordinance? How long it takes for examination to amend an Act in Bangladeshi bureaucratic procedure? You only suspect and give your eyes towards the illegal businessmen but you should take your eyes for the better of the peoples of the Govt. as an intellectual.

    However, I specially pray for you Mr. Alam. Whatever, whatever you have done seems to me for the better of BTRC, Bangladesh & against illegal activities.

    Bangladesh is known as democratic country
    But as per article ( section ) 70 of Bangladesh Constitution , only key person or party chief. can take decision none the else

    Second one is very age old or left over colonial laws and judicial system for ruling the people.
    Due to which billions of hard earned cash money of common people are spend in conducting these pending suits or litigation in the court which may not be settled even in life time nor have any certainty of any specific results

    Now the question- who are direct beneficiaries ?

    Contesting parties are compelled to spend money in addition to valuable times of their active life, year after year

    ARE THESE PRODUCTIVE ACTIVITIES ?

    If not why such colonial laws and legal system are not changes ?

    Peoples are in opinion that Bangladesh can not face the advancement of Science and Technology like other Asian Countries nearby Bangladesh

    Even Bangladesh will not be able to dream the face of digital world with existing colonial laws and legal system .

    But it is good for providing money to a group of people involved in conducting present legal process / system who have no rule in productive activities to change the face of poverty of the country .

    Third point which is most significant and important are the lack of accountability in every stage of life for people or Government Personal / Officials

    It will be wise to reform / replace the concerned ministry with expert of political sciences / social welfares and expert from relevant subjects of science and technology. like medicine , engineering , agricultural sciences , business and commerce etc ?
